In 1967, the Lanterman-Petris-Short Act (LPS) Act was passed to govern mental health commitment procedures in CA, ending most involuntary hospitalizations. Since its' passage, significant changes in the mental health delivery system have adversely impacted a patient’s ability to obtain prompt evaluation and treatment as required by law.

In 2018, the California Health Foundation reported that 62% of persons with schizophrenia receive no treatment whatsoever. The mental health treatment continuum of care in California is limited by a severe lack of resources and funding. This needs to change.
